我国开放大学起源于原广播电视大学,开放大学定位的逻辑起点就是广播电视大学的定位。我国开放大学的定位历程从1979年到现在,经历了定位摸索期、定位调整完善期、定位明确期和开放大学定位时期。应将开放大学定位于"大学",赋予开放大学办学自主权和独立的学位授予权,并明确开放大学与普通高校的区别。在此基础上,明确国家开放大学总部、分部、学院和学习中心的目标定位、办学定位、类型定位、层次定位、学科定位和服务面向定位。

The Open University in China has originated from the Radio and Television University of China,the starting point of the Open University in China is the orientation of the Radio and Television University,so the orientation of the Open University in China state from 1979. It has experienced four stages： the groping orientation stage,the adjustment orientation stage,the specific orientation stage and the Open University orientation period. The Open University in China should locate in university. We should give the school-running autonomy to the Open University in China and clear the difference between the Open University and the Ordinary University. On the basis of this,we orient the Open University in China from the goal orientation,the school-running orientation,the type orientation,the level orientation,the subject orientation and the service orientation.
