基层小微治理的运行基础与实践机制——以湖北省秭归县“幸福村落建设”为例

Operational Foundation and Practical Mechanism of Micro- Management at Grass- Roots Level: Taking ‘Happy Village Construction'in Zigui County,Hubei Province as an Example

基层治理具有小微治理的特性,单纯采用运动式治理和常规治理的方式难以达到基层"善治"状态。以国家的资源输入为契机,以村庄的利益密度以及社会资本为基础,湖北省秭归县的"幸福村落建设"激活了小微治理机制,具体表现为非正式的群众动员机制、内部化的利益平衡机制和微观化的权力运行机制。小微治理促进了群众参与,降低了治理成本,实现了基层治理有效性与合法性的共赢。在探索小微治理常态化路径的同时防止其正式化,是小微治理持续运行的关键。

Grassroots governance is characterized by micro- management,so that simply by adopting the way of campaign- styled governance and conventional governance,the state of ‘good governance'cannot be reached. Taking national resources input as an opportunity,and based on the interests density as well as the social capital of the village,in the ‘happy village construction 'in Zigui County,Hubei province,the small micro governance mechanism is activated,which manifests as the informal mass mobilization mechanism,the internal benefit balancing mechanism and the micro power operational mechanism. The micro- management promotes the public participation,reduces the management cost and realizes the win- win situation between the effectiveness and legitimacy of grassroots governance. Preventing the micro- management from being formalized during in exploring the normalized path,is the key to the sustained development of micro- management.
