公共政策过程中的价值取向研究

Research on the Value Orientation in the Process of Public Policy

公共政策的科学化、法制化、民主化是当代公共政策的改革方向。实现这些目标,离不开对当今我国公共政策价值取向的分析和探讨。文章认为,应当关注价值取向研究在公共政策过程中的要求:政策制定环节重在强调价值取向的定位和整合,政策执行环节主要关注价值取向的冲突和解决,而在政策评估环节则主要应当落实科学的政策评估标准。

Scientification, legalization and democratization is the reform direction of contemporary public policy. To achieve these goals, we need to analyze present value orientation of public policy of China. This paper considers that we should focus on the demand of value orientation in the process of public policy： focus on the value orientation and integration at policy planning, focus on conflicts and solutions at policy implementation, and focus on the scientific policy standard at policy evaluation.
