地方人大职能视角下江西省企业职工养老保险问题分析

Analysis on the Problem of Enterprise Employees' Endowment Insurance in Jiangxi Province From the Perspective of the People's Congress

从人大的视角来看,当前江西省企业职工养老保险在三个层次上存在问题:一是社会保险法规范作用不足;二是政策合理性不足;三是预算管理水平较低。这些问题的根源是现行地方治理机制不够完善,具体来说就是地方治理机制中,地方人大在地方法规供给、决策平台构建与预算过程监督等三个层次上不能充分履行职责。

from the perspective of the National People＇s Congress,the current endowment insurance for employees in the enterprises in Jiangxi province has three problems in three levels：firstly,social insurance law and regulation function is not enough;second is the lack of rationality in policy;the third is the low level of budget management.The root of these problems is the imperfect of the existing local governance mechanism.Specifically speaking,it is in the local governance mechanism that people＇s congress can＇t fully perform its duty in the three layers,namely,the local regulation supply,decision platform construction and budgetary process supervision.
