基于社区的全过程城市规划公众参与实践——以四川省遂宁市为例

Practice in Community-based Public Participation in the Whole Process of Urban Planning --A Case Study of Suining, Sichuan Province

遂宁“绿色城镇，幸福生活”规划研究将公众全过程参与规划作为一项重要内容，以保障广大市民、单位的知情权和参与权。本文回顾了遂宁“绿色城镇，幸福生活”研究前期、中期及后期的公众参与实践，尝试探讨基于社区的全过程公众参与机制，使公众能够有效地参与到城市规划编制过程中。

The public participation in the whole process of urban planning was carried out as an essential part in Suining＇s ＂Green City, Good Life＂ project, which effectively guarantees the public＇s right to know and the right to participate. This paper reviews the public participation in the early stage, mid-stage and later stage of the planning. It tries to explore a kind of community-based public participation mechanism that encourages the public to participate in urban planning effectively.
