基于前景理论和TOPSIS的地区反恐情报体系建设评估

Evaluation on Regional Counter-Terrorism Intelligence System Based on Prospect Theory and TOPSIS Method

[目的/意义]为了科学评估各地反恐情报体系建设差距,找准薄弱环节并加以改进。[方法/过程]参考相关研究成果,构建了地区反恐情报建设评价指标体系,重点设计基于前景理论和TOPSIS的地区反恐情报体系建设评价方法,并使用6个反恐重点地区的数据进行应用研究。[结果/结论]与传统方法相比,在保证评价稳定性的前提下,降低了对指标权重的依赖,从而减少了工作量。

[ Purpose/Significance] In order to comprehensively evaluate the regional counter-terrorism intelligence systems, and to find their weak points, this study focused on counter-terrorism intelligence work. [ Method/Process] By referring to related researches, an e- valuation index system of regional counter-terrorism intelligence system was established. Furthermore, based on Prospect Theory and TOPSIS method, this study introduced a regional counter-terrorism intelligence work evaluation method, and related data from six key re- gions were then analyzed using the method. [ Result/Conclusion] Decreased dependency on the weights of indexes shows the obviously enhanced efficiency of the proposed method in keeping high stability compared to the lraditional method.
