情报视角下的网络突发事件应急管理研究

On the Internet Emergency Management from the Perspective of Intelligence

[目的/意义]随着互联网的崛起和发展,网络突发事件频发,在网络突发事件的信息传播过程中往往会出现信息扭曲、变样的情况,直接造成负面的社会影响。从情报视角出发,研究网络突发事件的政府应急管理具有重要意义。[方法/过程]结合学者的研究经验,以文献研究和理论研究为主,采用定性研究方法,提出网络突发事件应急管理情报需求概念,从事前、事中、善后处理三个阶段入手,强调情报支撑作用,最后从知识因素、大数据情报分析、情报沟通等方面提出解决当前网络突发事件应急管理困境的基本举措。[结果/结论]政府的网络突发事件应急管理有情报需求,情报对网络突发事件的应急管理具有效用价值,探讨两者关系,展望未来政府应急管理的情报体系,提高政府在网络社会中的应急管理能力。

[ Purpose/Significance] With the rise and development of the Intemet, the Intemet emergencies appear frequently. The emer- gency information dissemination process involves information distortion and improper changes, which can lead to negative social impact. The research on the Intemet emergency management from the perspective of intelligence has high significance for better government emer- gency management. [ Method/Process ] Combining with the experience of researchers, using qualitative research method, the article main- ly focuses on literature study and theoretical study, and puts forward the concept of Intemet information demand of emergency manage- ment. From the three stages of in advance, midst, and aftermath handling, the study emphasizes the intelligence support, and explores the basic measures for handling the current predicament of Intemet emergency management, in which intellectual factors, big data-oriented in- telligence analysis and information communication and so on are considered. [ Result/Conclusion] It is found that there are real needs for Intemet emergency management for the government; intelligence is crucial in this emergency management process; and exploring the rela- tionship between the needs and the utility of intelligence is significant for building the intelligence system for and improve the ability of government in Interact emergency management.
