文化发展视角下中国贫困文化治理政策创新

The Innovation of Governance Policy of China＇s Culture＇s Poverty from the Perspective of Cultural Development

＂十八大＂以来,中央特别重视扶贫开发工作。中国扶贫开发机制不断创新,提出了新时期扶贫开发的目标与任务。扶贫先扶智,治贫先治愚,文化扶贫是扶贫开发造血功能发挥的重要基础,是贫困人群生计可持续改善的前提与基石。因此,我们必须努力推进贫困地区、贫困人群的文化发展,从而确保新目标实现。那么从文化发展的角度,我们如何看待贫困、如何从文化角度对贫困治理是需要思考的问题。本文认为关于贫困的文化解释,为我们贫困的文化治理提供了新思路,认为文化扶贫是非常有必须要的,进而在反思现实的基础上提出了新的政策设想。

Since the Eighteenth National Congress of the CPC, the central pay a lot of attention to poverty alleviation and development. Chinese poverty institution has made innovations frequently and proposed the new era poverty alleviation and development. We should make progress of educa- tion before anti-proverty. Anti-poverty of cultural poverty is an important foundation for poverty alleviation and development of hematopoietic functio- ning. It is also the foundation of livelihoods of the poor people. Therefore, we must strive to promote poverty-stricken areas, and cultural development of the poor, and thus ensure that the new goals are attained. Well, from the perspective of cultural development, how we treat the poor is the need to think about. This paper argues that cultural explanation on poverty, pro- vides a new idea that cultural development is very necessary, and then re- fleeting on proposed new policy based on the vision of reality.
