摘要
The Beijing Action Plan 2016 for Implementing the Quality Development Outline（hereinafter referred to as the Action Plan）is the key measure of Beijing government to carry out the State Council’s Action Plan 2016 for Implementing the Quality Development Outline and also provides the overall arrangement of quality work during the first year of “13^th Five-Year period”（2016-2020）,playing a guiding role for the quaLity development in Beijing.
