摘要
随着经济社会的发展,高校"学科-专业-产业链"已普遍萌芽并发展。本文以某大学城乡规划"学科-专业-产业链"发展演化为例,运用政策网络定量、定性研究的方法,比较分析了1998、2012、2015年三个时期政策网络的各类参数,以考察其治理机制的演化及发展趋势。研究得出:(1)该政策网络在演化过程中行动者逐渐增加、变化;行动者之间交往逐渐频繁且日益复杂,核心-边缘行动者明显,但网络集聚能力不高。(2)该政策网络依赖于个体人脉关系萌芽,在演化过程中逐渐吸纳行政和市场机制。(3)该政策网络在演化过程中更倾向于吸纳市场机制。因此,行政力量应该从政策层面加以引导,以克服市场机制下的盲目性和短视性;(4)"学科-专业-产业链"是个复杂政策网络,行动者需在不同的行动逻辑间找到合作的平衡点,同时也需要有机制来实现行动逻辑在不同平台间的转换和延续。
With the development of economics and the society, discipline-specialty-industry chain in university is developing. Using the quantitative and qualitative methods of policy networks analysis, the paper analyzes the policynetworks parameters in 1998, 2012 and 2015 to view the development and evolution tendency of govemance mechanism. It is concluded that: (1) With the development and evolution of this policy network, the actors are increasing and changing, interaction between actors are becoming more and more complex, core and edgy actorsareobvious, butthecapacity of network cluster is not high.(2) The beginning of policy network depends on individual's interpersonal connection, but it is tend to take in the administration and market mechanism in itsevolution. So the management should focus on organization and institution to attract more potential actors. (3)The policy network is inclining to take in the market mechanism in itsevolntion. So the administration part should be guidedto overcome the blindness and nearsightedness of market mechanism.(4)Since discipline- specialty-industry chain is a complex policy network, actors have to find the equilibrium point in different action logics. Also relevant mechanism is needed to realize the transform and continuation between different action logics.
