地方高校专业设置中的省级统筹探析

On the Provincial Planning in the Majors Setting of Local Colleges and Universities

本文从地方高校与区域经济互动规律、高等教育治理内在逻辑、国外高校专业设置管理经验等角度,分析中央政府放权背景下加强专业设置省级统筹的现实要求。针对目前专业设置中省级统筹认识不甚明确、依据较为含糊、内涵不甚明晰等带来的地方高校盲目设置专业问题,提出颁布省级专业设置管理细则、建立省级专业信息平台、构建和实施省级专业设置预警和退出机制等政策建议。

The paper analyzes the meanings and necessity of strengthening majors setting in the provincial level from the point of view of interactive rules of local universities and regional economy, higher education governance logic, management experienceof foreign colleges and universities in major settings. For the current problems, such as thewhole understanding is not very clear and supporting is vague,the paper put up with policy suggestions, namely, the introduction of major settings management rules at the provincial level, the establishment of provincial information platform, the construction and implementation of the provincial warning and exit mechanism regarding major setting, to strengthen the planning at the provincial level.
