Construct Financing System for Vocational Education: Basic Framework and Action Proposals:One of The Series to Explore Market-oriented Reform of Vocational Education Funding Investment

当前我国职业教育的财政性经费投入依然不足,政府在引导社会力量投入职业教育方面也存有很大的提升空间。为解决这一问题,政府应积极探索职业教育经费投入的市场化改革之道。构建职业教育融资体系是助推职业教育供给侧结构性改革的重要推手,也是政府增加职业教育经费投入和引导社会力量投入职业教育的有效举措。政府构建职业教育融资体系的基本思路应是成立政策性教育发展银行为职业教育间接融资,利用债券市场为职业教育直接融资以及建立职业教育融资担保体系。

Nowadays the fiscal spending for vocational education is still inadequate in our country. The government needs to do a lot to guide social forces into vocational education. To solve this problem, the government should actively explore the market-oriented reform for vocational education funding investment. Construction of vocational education financing system is an effective measure to alleviate the pressure of the financial education investment. It is a feasible way for the government to mobilize and guide social forces to involve in vocational education. The government to construct vocational education financing system have to set up policy-type education development bank to finance vocational education indirectly, and finance vocational education directly through Bond Market, and establish financing guarantee system for vocational education.
