The Function Orientation and Development Strategies of Secondary Vocational Education in China in the New Situation

当前我国学龄人口出现了断崖式减少、中高等教育正迈向普及化、产业转型升级处于关键期、人口红利向人力资本红利转型期,中等职业教育需要以服务发展、促进就业为方针,坚持终身教育的发展理念,以更加开放、包容、合作的视野,融入到人力资源开发的大教育观之中来确定其发展定位。通过多样化、高接、补短、共享、协同等多种途径来转变发展方式,进一步巩固提高其在现代职业教育中的地位。

The school-age population of our country have dropped dramatically, higher education is moving towards popularization, industrial transformation and upgrading is on the critical stage, and the demographic dividend also transforms to the human capital dividends. In such situation, secondary vocational education needs to define its development orientation as supporting overall development and promoting employment, put up with the concepts of lifelong education, and integrate into the greater education concept of human resources development from wider, inclusive and cooperative perspectives. Moreover, the secondary vocational education should transform its development pattern through different ways of diversification, connection, sharing and coordination in order to further consolidate and improve its position in the modern vocational education.
