摘要
职业教育的区域合作,既是党中央推进"基本公共服务均等化"战略中解决区域共生问题的重要环节之一,也是国家建设现代职业教育体系的重要战略举措。从上海、珠三角两大合作样本的典型考察看,上海与珠三角在合作模式上处于不同层次,公共政策的示范效应也呈现出差异性。文章在分析两大样本职业教育合作状况的基础上,提出完善区域职业教育合作的政策和法制环境,构建基于多元合作的互动供给政策网络,形成区域合作的多方协调、激励和约束机制,开展区域职业教育合作政策的评估,从而保障区域职业教育合作政策的有效实现。
the regional cooperation of vocational education is an important process of promotingsymbiosis of regions in the strategy of "equalization of basic public services" put forward by the Party Central Committee, is also an important strategic initiativein the national construction of a modern vocational education system. From the two samples of the typical investigation in Shanghai and the Pearl River Delta, the cooperation modes are in different level, and the demonstration effects of public policy also show differences. Based on the analysis of two samples" vocational education cooperation status, it is proposed that policy of regional cooperation in vocational education and legal environment should be improved, cooperative and interactive supply policy networkshould be constructed, multilateral coordination, incentive and constraint mechanismshould be formed, and evaluation of regional cooperation in vocational education policy should be carried out, so as to ensure the effective implementation of the regional cooperation in vocational education policy.
