具有疆域意义的国家主权与不受疆域限制的互联网空间存在一种坚韧持久的张力,构成了关于互联网关键资源、网络安全、知识产权、内容监管等全球互联网治理框架下国际关系的破坏性力量。以公共产品视野构建全球互联网治理体系冲突性的分析框架,可以检视全球互联网治理体系中的供给主体、实现机制、政策主张的强烈冲突。中国作为全球互联网治理体系的重要供给主体,更需要在矛盾冲突中探寻构建全球互联网治理体系的中国路径。

There is a solid and persistent tension between state sovereignty which is territorially bounded, and the non--territorial Internet space. This tension constitutes a destructive force for the international relations of the global Internet governance framework of Internet critical resources, network security, intellectual property, content regulation. Based on public goods, the analysis framework of global Internet governance system can view the strong conflict of the main bodies of supply, implementation mechanisms, and policies in the global Internet governance system. As an important body of public goods supplies for global Internet governance system, China not just stay in the vocal opposition to hegemonism, but need to increase the Chinese elements in global Internet governance system. China should improve innovation ability to the global Internet governance, thus to explore the china＇s pathway in the conflict circumstances of global Internet governance system.
