京津冀都市圈科技协同创新的机制设计——基于日韩经验的借鉴

The Research on Technology Innovation Cooperation Mechanism of Beijing-Tianjin-Hebei Metropolitan Circle: Based on the Experience from Japan and South Korea

目前在京津冀都市圈内,存在科技资源分布不均衡、尚未搭建有效的共创平台、缺乏完善的合作机制等问题。不仅抑制市场配置技术要素的活跃性,而且导致各级创新单元难以深入整合区域科技资源并积极开展协同创新活动。参考东京、首尔等都市圈的科技协同创新模式,以区域科技资源耦合的视角,构建京津冀都市圈科技创新的区域共生机制。提出"联合成立领导小组或联席会议、出台科研项目奖惩标准及资助办法、促成各地‘工商、质检、公安、认证’部门对接,以及落实区域高端人才引进政策等"建议,合力推进京津冀都市圈的科技创新与发展。

At present, the technological resource allocation is not balanced in Beijing-Tianjin-Hebei metropolitan circle. It is difficult to further integrate of regional technology resources and to carry out collaborative innovation activities for lack of the perfect innovation platform and cooperation mechanism. Based on the perspective of regional technology resources coupled, the paper refers to two different technology collaborative innovation models of metropolitan circle in Tokyo and Seoul to build a symbiotic mechanism of technological innovation in Beijing-Tian-jin-Hebei metropolitan circle. Some suggestions are proposed as follow： Setting up a leading group of collaborative innovation, improving reward system of scientific research, establishing linkage mechanism of government departments, and building development platform of high-level talents .
