地方本科高校治理结构的失衡与重构——以深化高等教育综合改革为视域

On the Imbalance and Reconstruction of Local University Administrative Structure——from the Perspective of Deepening Higher Education Comprehensive Reform

地方本科高校在深化治理结构改革方面存在失衡现象。分析其成因,其治理结构重构应以大学章程建设为核心,以引入行业企业参与为突破口,以强化学术地位为支撑,以松绑放权为关键,以民主化和法制化管理为重点,多维度完善内部治理结构。

It has to be recognized that imbalance has occurred to local universities in deepening the reform on administrative reform. Through an analysis on the causes of such a phenomenon,the paper pointed out that an internal administrative structure shall be bettered in multiple dimensions, that is, their administrative structure shall be reconstructed by taking the preparation of university charter as its core,the participation of industry and businesses as a breakthrough point,the promotion of academic roles as a support,the devolution of powers as a key and the management based on democracy and laws as an emphasis.
