The 13 th Five-Year Plan(2016-2020) put forward the idea of liberalizing developmentphilosophy, which fixes the direction of development. China should also have a global visionwhen it implements that new concept in the era of globalization. When it opens up to theoutside world, China should ensure its national security while emphasizing common security sothat it can achieve a dynamic, higher-level overall security.
