宁波近代城乡规划中的民间力量——以东钱湖疏浚工程为例

Non-governmental Power of Ningbo in Urban-Rural Planning in Modern Times——Taking dredging Project of Dongqian Lake as an Example

在公众参与规划的探索中,近代的城乡规划经验不失为良好的借鉴。以近代宁波东钱湖疏浚工程实例分析为切入点,研究宁波近代城乡规划中民间力量所发挥的作用、时代背景以及作用机制。通过对宁波地域特点、近代社会特征、民间力量作用机制的分析,总结民间力量能够在近代宁波城乡规划中发挥突出作用的原因和机理。通过与现代城乡规划中公众参与过程的比较,为推进当代公众参与、社会治理提供借鉴。

In the exploration planned with the participation of the public, the experience of urban-rural planning m modem times is a good reference. Taking the case analysis of dredging project of Dongqian Lake in Ningbo in modem times as the hitting-point, the article studied the role of non-governmental power played in urban-reval planning of Ningbo in modem times, historical background and mechanism of action. Through the analysis on Ningbo＇ s regional characteristics, modem social characteristics and the mechanism of action of non- governmental power, the arfide summed the reasons and mechanism why non-governmental power can play an outstanding role in urban- meal planning of Ningbo in modem times. Through the comparison with the parfidpation process of the pubfic in contemporary urban-rural planning, the article can provide a reference for the promotion of the pubfic partidpation and social governance.
