提升地方应用型高校专利产业化实效性研究——基于浙江省高校与企业的调研

The Study of Improving the Efficiency of Patent Industrialization in Local Application-Oriented Universities and Colleges

针对当前地方应用型高校专利产业化低效的问题,选取了20所地方应用型高校和50家左右各类型企业,进行了问卷调查,研究了高校专利转化方式及存在的问题。研究表明,专利产业化的认知不足、供需脱节、渠道不畅,以及满足市场需求的专利成果数量少、成熟度低,是造成地方应用型高校专利产业化低效的主要原因。为此提出了改进高校对教师的绩效评价机制、加大培养知识产权中介机构、拓宽专利技术产业化渠道,以及地方高校出台科研成果孵化扶持政策等促进专利产业化的对策。

Focusing on the problem of low efficiency of the local applied colleges and universities patent industrialization,this study selects 20 local application-oriented universities and colleges and about 50 various types of enterprises to carry out the questionnaire survey, and studies the patent transfer means and problems. The study shows that the insufficient knowledge of paten industrialization, the disconnection between supply and demand, the unsmooth channels, and the small number of the patent to meet the market demand, and the low maturity are main reasons for the low efficiency of patent industrialization.Therefore, improving the teachers＇ performance evaluation mechanisms in universities and colleges, increasing the cultivation of intellectual property agencies, widening the channels of patent industrialization, and releasing incubator support policies for scientific research achievements in the local universities are put forward to promote patent industrialization.
