论我国农村协商民主中的主体培育

Discussion on Cultivation of Deliberative Bodies in Rural Deliberative Democracy

农村协商民主的推进需要协商主体具备现代公民应该具备的政治德性、提出理由论证自己权益要求及进行理性探讨的参与能力。在我国大部分地区,基层政府、村民社会组织以及村民个人在政治德性和参与能力方面的欠缺已经成为制约农村协商民主发展的瓶颈。要突破这一瓶颈,需要政府转变观念,树立善治和共治思维,同时对村民社会组织进行法律、政策、资金方面的支持,鼓励和支持村民社会组织的发展,积极培育合格的农村协商民主的协商主体。

In order to promote the rural deliberative democracy,the deliberative？bodies should have the political virtues as freedom,equality and rationality,which the citizens are supposed to have.Besides,they should also have the ability to participate in putting forward reasons in support of their own rights and discuss rationally.However,in most areas of China,local governments,social organizations and individuals in villages are lacking in political virtue and ability to participate,which has become a bottleneck restricting the development of deliberative democracy in rural areas.If we want to break through the bottleneck,we need the government to change the concept and establish scientific governance ideas.The government should also encourage and support the development of social organizations by supporting the social organizations of villagers in laws,policies,and money and meanwhile actively cultivate rural deliberative bodies of deliberative democracy.
