从土地流转悖论重审现代农业经营体系之构建

Review on Construction of Modern Agricultural Management System From Land Circulation Paradox

在构建新型农业经营体系、发展现代农业进程中,土地流转不畅、农业经营效率差异化明显等现实问题依然存在。基于此问题,通过对现代农业经营体系构建的主流思想的辨析,指出了其存在的不足之处,进而分别从微观的农户及新型经营主体异化视角、宏观生产要素匹配视角出发,结合现实问题及经济学机理提出了构建现代农业经营体系的新思维,即我国现代农业经营体系的构建必须走渐进式、内生化发展道路,构建多种经营方式和多种类型的经营实体并存发展的、生产要素间优化匹配、自我演进的内生系统。而政府的职责则是作为公正的制度制定者,规则的监督履行者和贴身的服务者,不断推进现代农业经营所需的制度及配套体系改革。

In the process of the construction of new agricultural management system and the development of modern agriculture,some practical problems remain,such as the land circulation is not smooth,and the difference of land management benefit is obvious.Based on these problems,this article points out the shortcomings of the mainstream thinking for constructing modern agricultural management system,then it separately starts from micro perspectives such as households and new business entities,the macro perspectives as factors of production to match,and proposes some new thinking to build a modern agricultural management system dealing with the practical problems and the economic mechanism.The idea is,the construction of modern agricultural management system must take progressive,endogenous development path,construct an internal system of the optimization of the production factors and self-evolution,with a variety of operations and types of business entities coexisting development.While the government＇s role is to act as an impartial system maker,oversight rules and personal fulfillment service providers,so as to promote modern agricultural management system and supporting system reform.
