Coordination Mechanism Construction of City Construction Land Increase and Rural Residential to Decrease and Policy of Beautiful Rural Construction

城乡建设用地增减挂钩与美丽乡村建设作为我国节约土地资源、建设新农村和推进城乡一体化发展的两项重要政策,在目标导向、参与主体、政策对象等方面存在部分叠合一致性,但在价值观念、政策资源以及激励机制等方面又存在冲突与不协调性。按照协同学观点,应建立多主体参与机制、有效资源整合机制、考核评价机制,以实现政策之间的协同发展。

Policy of city construction land increase and rural residential land decrease and policy of beautiful rural construction are considered as two important policies on saving land resources,constructing new countryside,promoting the development of urban and rural integration,in which there exist some superimpositions and accordances in goal orientations,participants and policy objects.At the same time,there also exist some conflicts and collaborations in values,policy resources and incentive mechanism.According to Synergetics,it is necessary to establish multi-subject participation mechanism,effective resource integration mechanism,examination and evaluation mechanism,so as to promote synergetic development.
