社区居家养老模式与社区老人设施指标研究被引量：15

RESEARCH ON HOME-BASED COMMUNITY CARE FOR THE ELDERLY AND INDEX OF ELDERLY FACILITY IN COMMUNITY

摘要从养老模式和养老设施的类型划分出发,一方面总结出"社区居家养老"和"社会机构养老"两种养老模式;另一方面,针对养老设施归纳出一套相对清晰的提法,与两类养老模式相对应。在社区居家养老模式下,提出应该大力发展一种新型的养老设施——"社区老人设施",并指出应将其作为社区配套设施纳入规划,来解决绝大多数普通中国老人的养老问题。在此观念基础上,本文针对"社区老人设施",测算了其配建标准,提出了运营管理方面的建议。 Starting from the classification of the elderly-care mode and the categories of related facilities, this paper on one hand sums up two types of elderly-care modes that are the ＂home-based community care for the elderly＂ and the ＂social institution care for the elderly＂. On the other hand, it summarizes a set of relatively clear concepts for the elderly-care facilities in correspondence to the two types of elderly-care modes. In the mode of home- based community care for the elderly, this paper proposes that we should vigorously develop a new type of elderly-care facility - the ＂elderly facility in community＂, which should be included in related planning as a part of community facilities so as to solve the elderly-care problems of most ordinary Chinese people. Based on this idea, this paper estimates the construction standard of the ＂elderly facility in community＂ and puts forward related suggestion on the operation and management of this type of facilities.
