摘要
通过增加驱动因素和保障机制两个分析维度,论文对多维协调合作的分析框架进行了改进,力图为跨区域公共事务的治理提供完善的分析框架。而后运用改进后的分析框架选择出了适合城际轨道交通规划的机制。最后,将选择出的规划机制与东京都市圈轨道交通规划的实证研究相结合,为我国城际轨道交通规划提出相应的政策建议,包括:丰富规划参与主体的类型,保证规划结果的科学性、中立性;建立跨区域协调机构,搭建区域对话平台;注重保障机制的建立等。
In this paper, an analysis framework for multidimensional coordination is improved by adding two dimensions including driving factors and safeguard mechanism, so as to provide a complete analysis framework for the governance of cross- regional public affairs. Based on that, this paper then selects a suitable planning mechanism for intercity rail transit. Finally, the paper combines the selected intercity rail transit planning mechanism with the empirical study on Tokyo Metropolitan Rail Transit Planning, and puts forward corresponding policy recommendations for the intercity rail transit planning in China, which include: enriching the types of planning participants to guarantee the scientificness and neutrality of planning results; establishing a cross-regional coordination mechanism, and building a regional dialogue platform; paying attention to the establishment of a safeguard mechanism.
