摘要
风能作为典型的清洁能源,其发电效益的实现是节能减排以及能源安全的重要手段,但目前缺乏对风电决策合理的外部性评价以及政策引导,政府激励在实践中往往被弱化。文章考虑影响风电发展的技术研发补贴、电价补贴、税收等因素,同时基于机制设计理论,在考虑这些影响因素的情况下,构建政府对风电项目的激励机制模型,并对搭建模型进行解析,得出合理的政府补贴和税收率,并结合案例测算所建模型的效应,给出适合目前风电发展的实际建议与激励机制。
As a typical clean energy, wind energy is an important means to realize energy security and emission reduc- tion. At present, however, there is a lack of reasonable external evaluation and policy guidance for the decision-making of wind power, and the government incentives are often weakened in practice. Considering the subsidies of wind power research and development and price subsidies as well as the related tax policies and other factors, and based on the mechanism design theory, this paper builds the government incentive mechanism model for wind power projects. The built model is analyzed to obtain the reasonable government subsidies and tax rate. Finally, the effectiveness of the built model is estimated with an actual example and practical advice and incentive mechanism are proposed to the current wind power development.
