精准对接 合作共享:公共图书馆为弱势群体服务的新路径

Accurate Docking, Cooperation and Sharing:The New Path of Public Library Service for Vulnerable Groups

我国的弱势群体一般是指生理性弱势的未成年人、老年人、残疾人、精神病患者和社会性弱势的失业者、贫困者、下岗职工、农民工等。本文就全面建成小康社会和构建现代公共文化服务体系中公共图书馆遵循均等化原则,以国家和有关部门对保障未成年人、老年人、农民工、残疾人基本文化权益方面的政策为依据,在对上述人群基本特征和阅读状况进行分析的基础上,提出了精准对接为弱势群体服务的办法和路径。

The vulnerable groups generally refers to the physiological vulnerable minors, the elderly, the disabled, the mentally ill and socially disadvantaged unemployed, the poor, laid-off workers, migrant workers and so on. In the moderately prosperous society and modern public cultural service system, the public library should follow the principle of equalization, and take the national policies of basic cultural rights and interests protection of minors, the elderly, migrant workers, the disabled persons as a basis. And based on the analysis of basic characteristics and reading situation of abovementioed groups,this paper puts forward the approaches and paths of serving for the vulnerable groups.
