国内外高校图书馆馆藏采购政策比较研究

The Comparative Study of the Collection Purchasing Policy of Universities Libraries at Home and Abroad

高校图书馆的馆藏建设是图书馆的基础工作,馆藏采购工作是馆藏建设的重点内容,采购工作的质量与水平对图书馆藏书建设有直接的影响。国外高校图书馆界对馆藏发展政策的认可度比较高,政策内容较为成熟与完善。相形之下,国内只有少数高校图书馆制定了馆藏发展政策,其中对馆藏采购工作的政策性内容由于太偏重理论而缺乏可操作性,难以在实际中应用。本文选取了三所国外高校图书馆和一所国内高校图书馆的馆藏采购政策进行举要,将关于采购工作的具体原则、方针、标准进行全方位展示,希望通过对国内外高校图书馆馆藏采购政策举要的比较研究,获得制定与实施我国高校图书馆馆藏采购政策方案,并从长远利益着眼合理规划图书馆的馆藏采购工作。

The collection construction is the basic work of university library. Library purchasing is the main content of library collection construction, which influenced by the purchasing quality and level. Foreign universities＇ libraries have high recognition of the library collection development and have mature development policy, basic purchasing principles and regular rules. Only a few domestic universities have library development policy, which are too theoretical to practice. This paper selects library collection procurement policy of three foreign universities libraries and a domestic university, introduces the specific principles, guidelines and standards of purchasing work. Through the comparative research on the university library collection purchasing policy, this paper gets the formulation and implementation in colleges and universities libraries＇ collection procurement policy options, hope to rea- sonably regulate the purchasing in the long run.
