基于AHP-GRAP的小城镇污水处理厂绩效评价体系的研究及应用

为了评价小城镇污水处理厂运行绩效,研究采用德尔菲法(Delphi)向专家咨询意见,最终筛选并确定了"服务质量、运行管理、财务成本"3个准则共16个与小城镇污水处理厂运行绩效密切相关的指标,构成绩效评价指标体系。再采用层次分析法(Analytic hierarchy process,AHP)并结合专家打分确定出各指标的权重,在此基础上建立基于灰色关联度分析(Grey correlation analysis,GRAP)的综合评价模型,并将此综合评价模型运用于江苏、云南、四川和重庆的4个小城镇污水处理厂,4个污水处理厂运行绩效的优劣次序为江苏常熟市、重庆三峡库区、云南省通海县和四川省的阿坝州小金县,得出的评价结果与调研的小城镇污水处理厂运行实际状况相吻合。

In order to evaluate the operational performance of effecting on sewage plants successful operation, we finally small town sewage treatment plants, based on the factors determined method 3 codes by using expert counseling method that are service quality, operation management and financial cost, included sixteen indexes closely related to the small town sewage plants operational performance and established assessment index system. According to the scorn of experts, the weight of every index has been obtained. A comprehensive assessment model based on analysis of gray correlation was launched in this article, which tested and verified respectively by using in Jiangsu, Yunnan, Sichuan and Chongqing four small town sewage treatment plants. The orders of operational performance are Jiangsu, Chongqing, Yunnan and Sichuan. The assessment result is consistent with the actual situation, indicating that the index system can objectively reflect the small town sewage treatment nlants oneration conditions.
