城乡义务教育资源均衡配置的省级统筹机制——基于A省的调查分析

The Provincial Co-ordination Mechanism of Balanced Resource Allocation in Urban and Rural Compulsory Education——An Investigation in“A”Province

加强省级政府统筹,是促进城乡义务教育资源均衡配置,加快城乡义务教育一体化发展的关键环节。为此,省级政府应总揽全省城乡义务教育资源均衡配置的整体格局与区域特点,协调各类主体责任,形成重点倾斜、分区施策、协同治理的省级统筹机制,发挥中央和县级政府无法替代又无法或缺的行政职能。

Strengthening the provincial co-ordination of government is a key point to promote the balanced allocationof compulsory education resource and to speed up the integrated development of compulsory education in urban and ruralareas. To this end,the provincial government should base on the overall pattern and regional characteristics of the balancedallocation of compulsory education resource in urban and rural areas of the province,coordinate all kinds of major responsibleparties,form the provincial co-ordination mechanism of partition strategy,collaborative governance,and policy inclination,and exert the administrative functions of the central and county-level governments,which are irreplaceable and indispensable.
