意识形态是精神文明的决定性组成部分,统领精神文明。全面建成小康社会是总揽包括物质文明建设与精神文明建设等各项事业的战略目标,需要全面深化改革、全面依法治国、全面从严治党作为支撑。对总揽精神文明及意识形态的战略目标,亦即全面建成小康社会的认知需要基于全面深化改革、全面依法治国、全面从严治党之上展开。改革开放以来,精神文明的形势与基础塑造着意识形态统领精神文明作用的基本样态。意识形态为精神文明指明方向,意识形态为精神文明奠定基础,意识形态为精神文明扫除障碍,意识形态为精神文明保驾护航。这同时也为发挥意识形态统领精神文明的作用的基本努力方向。

Comprehensively building a moderately prosperous society is a strategic goal, including construction of material civilization and spiritual civilization. Comprehensively building a moderately prosperous society needs comprehensively deepening reform, comprehensively implementing the rule of law and comprehensively strengthening party discipline as support. Ideology is specified in the direction of the spiritual civilization and it lays the ideological basis for the spiritual civilization and removes obstacles to spiritual civilization. Ideology is the escort of the spiritual civilization. At the same time, it is the direction of the basic efforts to play the role of ideology in guiding the spiritual civilization.
