摘要
针对现有燃煤机组脱硫、脱硝和除尘超低排放改造的常规技术路线,分析了燃煤机组实现烟气超低排放改造的投资和成本,并将实现超低排放与满足重点地区排放要求的投资和成本进行比较。结果表明,300、600、1 000 MW等级的燃煤机组实施烟气超低排放改造的总成本分别为37.60、30.00、25.70元/(MW·h)。对于符合《火电厂大气污染物排放标准》(GB 13223—2011)特别排放限值的重点地区,300、600、1 000 MW等级的燃煤机组实施超低排放改造的成本分别增加3.37、2.68、2.37元/(MW·h)。虽然重点地区实施超低排放改造增加的成本较少,但当前环保电价补贴(27元/(MW·h))仍无法覆盖300、600 MW等级的燃煤机组实施超低排放改造的成本,因此相关优惠政策的出台将有利于烟气超低排放改造的实施。
Transformation investment and costs of existing coal-fired units for ultra low emission including desulfurization, denitrification and dust removal by conventional technology were analyzed. The transformation invest-ment and costs were compared with the coal-fired units operated under the requirement of key areas emission. The results showed that the transformation costs of 300,600 and 1 000 MW coalfired units for flue gas ultra low emission were 37. 60, 30. 00 and 25.70 yuan/(MW ? h) , respectively. For the coal-fired units that conformed to “Emission standard of air pollutants for thermal power plants”(GB 13223-2011) in key areas,the increased transformation costs of 300,600 and 1 000 MW coal-fired units were 3.37,2.68 and 2.37 yuan/(MW · h) , respectively. Though the in-creased transformation costs were low, the current subsidy (27 yuan/(MW · h) ) could not cover the transformation costs of 300 and 600 MW coal-fired units. Therefore,the implement of ultra low emission called for the issue of more preferential policies.
