摘要
通过研究节约集约利用地下空间的内涵,分析节约集约利用地下空间过程中的制度障碍,结合武汉的具体实践,提出对地下空间用地管理的进一步思考。研究认为:节约集约利用地下空间资源是城市建设用地节约集约扩展的基础,要完善地下空间权属的三维地籍登记体系和健全经营性地下空间使用权的价格形成机制;在土地权属登记上,要标注三维坐标,明确空间范围;在基准地价构建上,要完善地下空间的用途修正、优化容积率修正并增设深度修正。
By analyzing the connotations, principles, and main obstacles of saving and intensifying utilization of city underground space, this study, starting from break through barriers and combined with the practice of Wuhan , aims to put forward further thinking on city underground space management. Methods include a literature review and empirical analysis. The results show that saving and intensive utilization of underground space is the foundation of saving and intensive city expansion. By perfecting the 3D cadastral registration system and improving the price formation mechanism of underground space, operational implementation can breakthrough and create conditions for clearing system disorders. The study concludes that at the level of land registration it is necessary to mark the 3D coordinates and to determine the scope of space. At the level of benchmark land prices, it is necessary to improve land application modifications in order to optimize plot ratio modification and add depth modification.
