摘要
加快国土资源信息化有利于国土资源管理科学化和服务社会化。剖析欧洲空间信息基础设施(INSPIRE)的元数据、空间数据集和服务的互操作、网络服务、数据和服务共享、监测与报告相关的法律与法规,阐述INSPIRE如何制定以及制定何种的数据规范,最后借鉴INSPIRE从建立数据转换机制、构建数据和服务共享平台、加强标准的法律规范作用、提高监督管理力度四个角度为我国国土资源信息化建设工作提出建议。
Accelerating the development of information on land resources benefits the scientific management of these resources in the service of society. This paper first analyses some laws and regulations of the infrastructure for spatial information in Europe, which involve metadata, the interoperability of spatial data sets and services, network services, data and service sharing, monitoring and reporting, etc. Secondly, the paper addresses how to make data specifications, using the data specification development framework, and what data specifications are. Finally, by understanding the infrastructure for spatial information in Europe, the paper puts forward four suggestions for the development of information on our land resources, such as establishing a data conversion mechanism, building a data and service sharing platform, strengthening the effects of laws and regulations, and improving supervision and management.
