我国城镇化进程中基本公共服务均等化研究

On the Equalization of the Fundamental Public Services in the Process of Urbanization in China

我国城镇化发展的实践表明,基本公共服务在推进城镇化发展中的作用是举足轻重的。对我国城乡基本公共服务各地区差异值进行了研究和分析,报告了现阶段城乡在基本公共服务各个指标上的差异现状,从财政制度、政府偏好、城乡二元化等层面指出了制约、影响城乡之间基本公共服务均等化发展的相关制度社会因素,并在市场与经济、社会与管理、医疗与教育、观念和意识等方面相对应地提出了解决措施。

The practice of the urbanization development in China shows that the fundamental public serv- ices play an important role in promoting the urbanization development. Based on the related research and data analysis, the current situation of basic public services is reported. The paper points out some social factors of the related system that restrict and affect the equalization development of the fundamental public services between urban and rural areas from the following aspects： fiscal system, government policy-making, and ur- ban-rural dualization. Furthermore, the paper puts forward some countermeasures in the market and economics, society and management, medicine and education, and concept and consciousness.
