通过挖掘和分析桐城文化中的治民思想,得出以下结论:执政者须勤政务实,究心国政,关心民瘼;举官须公正廉洁,明于选人任贤;抑止贪腐须加强法制建设,制订完善行政法规,从制度层面建设上下联动、互相监督的用人规范和约束机制;将道德规范纳入法律规范体系,促其法制化,将源头防范与法律制约结合起来,化民郅治;为政治民中应以德治政,匡世安民,助文教推广,泽被民众,确保民众权益,宽服民心。

By mining and analyzing the thought of governing people in Tongcheng culture, it＇s concluded that the ruling must be diligent, focus on the national politics and care about the sufferings of people. The officials shall be impartial and honest in selecting the talents. Restraining the corruption must strengthen the construction of legal system, the administrative regulations should be established and improved, the specification of choosing and employing persons and constraint mechanism should be mutual supervision based on the system. The code of ethics should be included in the legal system to promote the legalization. The source prevention and legal constraints should be combined to educate people and govern the country. The ruling should be governing people by virtue, settling people, promoting the education, benefiting people, ensuring people＇s rights and interests, kind to people and gain their trust.
