新型工业化视野下产业园区集聚发展问题研究

Research on the Development of Industrial Park Agglomeration from the Perspective of New Industrialization

产业园区作为加速新型工业化的主要载体和重要动力,近年来被推到经济发展、招商引资和对外开放发展的最前沿。产业园区的集聚发展对实施新型工业化战略有着极强的引领和辐射作用,但也面临转型升级、园区规划不合理,产业集中度不强、集聚效应较弱,主导产业特色不鲜明,企业根植性不强、土地集约水平低等问题,特别是管理体制有待理顺。为促进产业园区集聚发展,从新型工业化视角出发,一是要做好产业布局规划,科学定位产业方向,合理布局园区功能,大力发展特色园区;二是集聚方式要科学合理、注重招商引资实效,围绕主导产业打造产业集聚优势项目等,以此助推我国新型工业化进程。

As the main carrier and an important driving force to accelerate the development of new industrialization,industrial park has been pushed to the forefront of economic development,investment and opening up in recent years. The cluster development of industrial park has a strong leading and radiation role in implementing new industrialization strategy,but it also faces the problems of transformation and upgrading,unreasonable park planning,weak industrial concentration,weak agglomeration effect,indistinct leading industry characteristic,weak enterprise root,low level land set,and so on,especially the management system needs to be straightened out. In order to promote the development of industrial parks,from the perspective of new type of industrialization,we should do a good job in planning the industrial layout,scientifically position industrial direction,rationally distribute park function,vigorously develop characteristics park; choose scientific and rational convergence mode,pay attention to investment results,and create industrial agglomeration advantages around the leading industries in order to boost China＇s new type industrialization process.
