增长极可以理解为把发生支配效应的空间看作立场,那么位于这个立场中的推进单元可以看作是增长极。由于历史积淀的体制性障碍、结构性矛盾等问题,黑龙江省的经济发展遇到了很大的阻力。"一路一带"战略的提出给黑龙江的发展带来了新的机遇。应进一步加强基础设施建设;建设好"哈大齐工业走廊";与吉林省"长吉图"国家战略相结合;利用开发好旅游资源;积极申报"保税区"和"自贸区"落地建设;进一步加强对外的人文交流。
