高校体育政策法规执行偏差及归因分析

Analysis on the Deviation and Attribution of Sports Policies and Regulations in University

主要采用文献资料法、逻辑分析法、访谈法等研究方法,对高校体育政策执行的情况进行研究。研究发现,我国高校体育政策法规执行偏差的具体表现为:选择式执行、机械式执行、延迟式执行、应付式执行。对这些偏差的原因进行分析,总结为执行主体的多元化利益冲突、目标群体的自身价值取向、政策内容本身的真理性与合理性、政策法规的执行环境缺失等几个方面的原因;最后提出高校体育政策必须依靠强制性执行,通过执行主体的多元利益选择、提升政策执行能力、完善政策内容、强化执行环境等手段,解决高校体育政策执行偏差问题。

This paper carries out the research on the university sports policy implementation situation. It mainly uses the literature material method, logical analysis method, interview method and so on. Results show that the implementation deviation of the sports policy in University is as follows： selective execution, mechanical execution, delayed execution, and coping style execu- tion. The reasons for these deviations were analyzed. They are the implementation of the main diversification of conflict of interest, target groups of its value orientation, policy content truth and rationality, laws and regulations execution environment loss. At the end, the paper suggests that the University sports policy must rely on mandatory implementation, and through the diverse interests of the implementation of the main selection, the university needs to improve policy implementation capacity, improve policies, strengthen the implementation of environment and means and solve the problem on the sports policy implementation deviation in U- niversity.
