Abstract： This article aims to study Chen Heqin＇s major views on special children＇s education mat mgnlignt ms forward-looking ideas on the development of special children＇s education in China, his coherent advocacies to integrate foreign reference into native practical research, basic principles concerning special children＇s education, and government-funded construction of a complete system for special children＇s education.
