摘要 运用"驱动力—状态—响应"(DSR)模型,采用主成分分析法测度2009-2014年安徽生态文明发展水平。研究发现,安徽生态文明建设呈现"政策响应较为积极、内在驱动力不足、生态状态仍然偏弱"的特征,安徽生态文明建设存在的突出问题是政策响应的积极性未能转化为良好的生态文明状态,其产生的根本原因在于未能解决好三大矛盾,即工业化发展阶段导致的环境质量提升的压力与经济发展赶超压力之间的矛盾、加快工业化的强烈诉求与实践新型工业化的准备不足之间的矛盾、生态文明建设政策响应积极与现实行动不足之间的矛盾。为此,提出建议:进一步增强全社会生态文明意识、强化生态责任与考核、发挥试点项目的示范效应、构建节约环保的产业结构、完善安徽生态文明制度体系。 Based on "driving force – status – response"(DSR) model, this paper is to measure the development level of Anhui province's ecological civilization from 2008 to 2013, using principal component analysis. According to the research, Anhui's ecological civilization construction shows three characteristics, which are positive response to policy, insufficient internal driving force and poor ecological status. The crucial problem exists in the construction of Anhui's ecological civilization is that the enthusiasm of policy response has not been transformed into a good status of ecological civilization. The basic reason of this problem is the three contradictions which are: the contradiction between environment improvement and economic development during the industrialization development stage; the contradiction between the strong appeal to speed up the industrialization and the inadequate preparation for the practice of new industrialization; and the contradiction between the positive response to ecological civilization policy and the lack of real action. Therefore, this paper puts forward some suggestions: further enhancing social awareness of ecological civilization, strengthening ecological responsibility and assessment, making use of demonstration effect of pilot projects, building cost-effective and environment-friendly industrial structure, and improving the institutional system of Anhui's ecological civilization.
