浅谈分层开展城市设计的思考

The Analysis on Thought of Conducting the Urban Design Hierarchically

改革开放以来,我国城镇化和城乡建设取得巨大成就的同时,城市风貌特色缺乏、建筑文化缺失等问题十分突出,甚至愈演愈烈。2015年12月中央召开的城市工作会议和2016年2月印发的《关于进一步加强城市规划建设管理工作的若干意见》都提出要求加强城市设计,从整体平面和立体空间上统筹城市建筑布局,协调城市景观风貌,体现城市的地域特征、民族特色和时代风貌。从中央到地方一致认为开展城市设计工作是解决上述问题的有效方法和途径,如何有效地结合城市规划体系,开展城市设计系统工作是行业内探索和研究的方向。通过研究,认为分层次开展城市设计,符合城市发展规律、符合当前工作实际,可以又好又快全面开展城市设计相关工作。

China＇s urbanization and rural-urban construction has made great achievemenls since the ml＇onn and opening up, while at the same time such problems as the urban layout in short of features and architectural culture are very prominent, and even mole and more severe. Both the urban work conference held by the CPC Central Committee in December 2015 and on the Opinions of Further Strengthening Urban Planning and Construction Management Work issued in February 2016 have requested to strengthen the urban design that the urban overall layout of buildings should be coordinated in the whole levels and three-dimensional space, and the urban landscape should be balanced as well, which shall reflect the urban geographical features, national characteristics and the styles of the contemporary times. From the General Oliice to the local govemlnent, they all agree that the work of urban design is an eflbctive way to solve the above problems. How to carry out the work of urban design system by effectively integrating the urban planning system is the exploratory and research direction of this industry. Through the study, it is believed that the conducting the urban design hierarchically is in accordance with the laws of urban development and the current work, so that conducting the work related to the urban design can be carried out rapidly, sotmdly and comprehensively.
