The Implementation of National Policy in Northwest China by the Early Nanjing National Government

南京国民政府建立后,针对国内时局和西北政局变化,制定了相应的民族政策,并通过笼络上层、变革传统体制的策略辅助执行。西北地方将政策的实际运用作为应对国民政府和维护自身的策略,展现了独立性与自主性。在民族政策执行过程中,国民政府与西北地方实力派,在权力与利益博弈的状态下通过互动形成了表面上的、暂时的一致性与松散的、脆弱的"同盟"关系,民族政策本身即被双方利用。

Shortly after its establishment, in view of the domestic situation and the political changes in North- west, the Nanjing National Government made corresponding national policies which were carried out through win- ning over the top class and the strategy of changing the traditional system. In Northwest China, the practical appli- cation of the policy is to deal with the national government and maintain its own strategy, showing its independence and autonomy. In the implementation process of national policy, a superficial, temporary, consistent, loose and fragile ＂alliance＂ relationship is formed through interaction under the state of the game of power and interest. Na- tional policy itself has been used by both parties.
