上海高校学术治理结构及运行机制研究——基于18所上海市属高校的章程分析

Study on Academic Governance Structure and Operation Mechanism of Shanghai Universities——Based on Analysis of 18 University Statutes

本文选取上海市18所高校,通过比较不同高校的章程,总结高校现行的学术治理一般规律以及运行体制中的不足。研究发现学术委员会在学术治理中发挥着主要作用,但各高校目前仍存在学术委员会职权欠完善、学术组织间功能界限不清晰等问题。文章提出了完善学术组织人员遴选制度、加强学术监督等建议。该研究可为高校及相关政府机构提供决策参考,同时也可为完善学术治理提供借鉴。

This paper selected 18 universities in Shanghai, summed up the general rules of academic governance as well as the deficiency of the existing operation systems by comparison.The study found that the academic committee plays a major role in academic governance, but it is inadequate in authority, and the functional boundary of different academic organizations is not clear. So this paper put forward some advice, such as perfecting the academic organization personnel selection system, strengthening academic supervision and so on. The study can provide decision-making references for these universities and government agencies, at the same time, be used by other universities to better their academic governance.
