摘要
公共体育服务运行体系是公共体育服务具有的、使其整体保持正常运行所需的各种功能的组合、联动和循环。对公共体育服务运行体系的内涵与要素进行阐释,分析各要素的角色定位,即政策制定是公共体育服务运行的逻辑起点,财政保障是基础支撑,组织建设是重要载体,生产供给是中枢环节,监管评估是质量保证。
Public sports service operational system is the one that needs various functions as a whole to link and recycle, characterized by public sports service only. The study interpreted the connotation and element constitution of public sports service operational system and analyzed the role orientation of each element, including the logical starting point for policy development, the basic support for financial security, the important carrier for organization construction, the central link for production and supply and the quality assurance for supervision and evaluation.
