创新政策对大众创业万众创新影响的实证分析——以山西省为例

Empirical Analysis of Innovation Policy Impact on Public Entrepreneurial Innovation:Taking Shanxi As An Example

基于2015年对山西省煤炭、纺织、制药、钢铁、食品五个行业实地调查,构建政府创新政策对大众创业、万众创新影响模型与假设,并运用回归与结构方程模型进行假设检验。结果表明,创新政策中的供给政策、需求政策、环境政策均对企业的创新动机和创新行为有着显著的影响。在影响方向上,创新政策对企业创新行为既有直接的正向激励作用,同时,通过创新动机对企业的研发投入和非研发投入产生间接影响。在影响效果上,环境政策对企业创新动机和研发投入有最高的正向影响。中介程度数据进一步表明,政策会对企业创新政策产生间接影响,但仍以直接影响为主,但创新动机作为中介变量其作用仍需要政策的激励,再次验证了创新政策支持的重要性。据此提出了山西省推进大众创业、万众创新的具体对策。

Promoting popular entrepreneurship and innovation is an important strategic schedule made by the CPC Central Committee under economic development new normal. Through the construction of model and assumptions on the impact of innovation policies on public entrepreneurial innovation and the surveys in coal,textiles,pharmaceuticals,iron and steel industries of Shanxi Province,regression and structural equation model was used to test the hypothesis. The results show that,innovation policies including supply-side policies,demand policies,environmental policies all have great impact on innovation behavior and motivation. From the perspective of impact direction,innovation policies both have direct positive incentives on innovation behavior and indirect impact on R D and non-R D aspects of the company through innovation motivation. From the perspective of impact effect,environmental policy have the highest positive impact on motivation and innovation R D investment. The importance of intermediary level data further suggest that policy will indirectly affect innovation policy,but still directly affects mainly,but innovation motivation as mediating variables still need to stimulate their role in policy,has once again proven innovative policy support. Accordingly,suggestions on promoting public entrepreneurial innovation are proposed.
