计及故障停电经济损失的配电网风险评估 被引量:18

摘要 参照输电网安全评估方法并考虑配电网与输电网的差异,提出了一种基于故障停电经济损失的配电网风险评估新方法。首先,根据配电网自身的特点对其结构进行适当简化,并在此基础上以各类开关为边界对所研究的配电网络进行故障分区;其次,采用用户调查法获得不同类型电力用户的单位停电经济损失,通过对停电经济损失数据线性相关性分析,采用最小二乘法线性拟合不同类型用户的单位停电经济损失函数;最后,以各区域及各分段开关为评估单元、不同用户的停电经济损失为严重程度,根据风险评估理论计算每个区域、分段开关以及整条馈线的风险值,并通过风险值找到配电网中的薄弱环节。以IEEE-RBTS馈线5为例对所提评估方法进行验证,结果表明所提方法求取的风险值物理概念明确,有利于寻找配电网的风险脆弱点,可以为评估调度部门提供有效的参考。 With reference to the transmission grid safety assessment methods and the consideration of the difference be- tween the transmission grid and the distribution network, a novel risk assessment method of distribution network based on the fault outage economic losses is proposed. Firstly, according to the characteristics of the distribution network, its structure is appropriately simplified, and the distribution network is partitioned with various types of switches as bound- aries. Secondly, by adopting the customer survey method, the unit power economic losses of different kinds of power us- ers is obtained. Based on linear correlation analysis, the corresponding loss functions are fitted by using least square method. Finally, according to the theory of risk assessment, the risk values of each region, sectionalizing switch and the whole feeder are calculated by regarding each region and all kinds of switches as evaluation units and the outage eco- nomic losses as severity. The weak link in the distribution network can be found through the risk values. With the feeder 5 of IEEE-RBTS as an example to verify the proposed assessment method, the results show that the risk values have def- inite physical meaning, which can accurately locate the weak points in the distribution network and provide reference for the scheduling department
