摘要 为了评估省级电网智能化发展水平,深入分析了省级智能电网特征及其各环节建设重点和关键技术,构建了一套省级智能电网评估体系。该指标体系分为2个层次,涵盖发电、输电、变电、配电、用电、调度和通信信息平台,其中含有动态性指标,能同时反映省级智能电网的发展程度和发展速度,具有普适性。在此基础上,提出应用反熵权法和改进灰色关联度法的权重分层计算方法以及基于Delphi与曲线拟合的指标连续评分方法。最后,算例的应用分析证明了该方法的合理性,对于评估省级电网的智能化发展水平和实际效益、分析识别电网的运行状态和薄弱环节有重要意义。 In order to evaluate the development of provincial smart grid, based on its features, construction emphasis and key technology, a comprehensive assessment index system and method of provincial smart grid is established. The index system includes two hierarchies, which is universal in all provinces, and represents the degree and speed of a pro- vincial smart grid in terms of generation, transmission, transformation, distribution, consumption, scheduling, and communication and information. Then, an anti-entropy weight method and an improved grey incidence approach are ap- plied to solve and calculate the index weights of the index system. A continuous grading method based on Delphi and curve fitting is used to calculate index scores. Finally, the example proves the validity of the proposed method, which is valuable in assessing the development of a provincial smart grid and its benefits, and the identification of its operation condition and weak links.
