户籍制度视角下农业转移人口宅基地退出研究

Study on rural residential land withdrawal from the perspective of the household registration system

农村空闲宅基地的处置和有效利用能够推进户籍制度改革的实施,而户籍制度改革的有效实施也能带动农村宅基地的退出进而提高农村土地利用效率、保护农民的合法权益、推进农业转移人口市民化。本文在对农业转移人口内涵的分析基础上将宅基地所属人群分为具有农业户籍和具有非农户籍两类,认为新时期农村宅基退出应当以发挥户籍制度改革对农户宅基地退出意愿的带动作用为重点并分别研究具有不同户籍的两类农业转移人口的宅基地退出所面临的问题,最后在此基础上尝试设计合理退出机制。
