淘汰落后产能节能减排绩效测算方法研究

Calculation Method Study on the Energy and Emissions Saving Performance of the Backward Production

我国的淘汰落后产能工作已取得良好的产业结构调整的效果,产生了良好的环境效益。开展淘汰落后产能节能减排效益研究对于指导我国未来的淘汰落后产能工作意义重大。文中研究了淘汰落后产能节能和污染物减排绩效的测算方法,建立了依据能源实际消耗量或能耗限额标准的节能效益测算方法,以及依据产排污系数的污染物减排效益测算方法。基于测算方法的研究,提出了提高淘汰落后产能环境绩效测算准确性的建议。

Close down the outdated production capacity has been achieving positive effectiveness as well as environmental benefits. It will be a significant work for guiding the closing down of outdated production capacity that commencing the research on the calculation of energy saving and pollution reduction. The author studied the calculation method on energy saving and pollution emissions reduction of outdated capacity. The energy saving calculation method is based on the actual energy consumption or energy consumption limit standards, and the pollution emission reduction calculation method is based on the Pollutants Producing or Discharge Coefficient. According to the study of the calculation method, the author give the suggestion on how to improve the accuracy of the calculation.
